That's a feature I've never bothered with, so I probably can't offer much help. Looking at the menu though, it should just be a case of allocating a name for the skin, specifying the colours, and then clicking on Create Skin. Each member should then be able to select the skin of choice from a dropdown menu in their profile page, I think. I'll just check. Well it isn't appearing on my profile menu but that's because there aren't any alternative skins created for this forum but if there were, I think that's where the member would make the choice.

Hmmm, I wonder if we're talking about different things here. If you are just working on the main forum colour scheme then that will appear in the skins menu as the 'Default' skin. You can alter the settings for that and then save it, and the forum will appear the same to everybody. That's the way this forum is setup.
If you have the time and the energy, you can create alternative skins, which each member can choose from on their profile page (but only after they have been created, obviously). You could do a pretty pink Barbie-type one for the girlie girl members, and maybe a blue and black one for the boys and maybe a pastel green and blue one for anybody who wants a tranquil appearance to the forum. Each one would have a different name and would appear in a dropdown menu on each member's profile page.
You won't see that menu on your profile page here because there is only one skin - the default one - hence no menu. That's the way the skins work, if that's any help.

What i'm wanting to do, is change the background colour for the forum, like this one is purple. The way to do that is: go to Admin - Skins / Forum Colors - Modify Skin - Default - Continue and then set the colours for Window Background 1 and Window Background 2 and then click on Modify SkinDon't click on Create Skin at this stage, because the Default Skin already exists - you simply have to modify it. Once that's sorted out you may want to create alternative skins, but that would be a job for later, if you even bother to do it at all (I chose not to).

I don't know why they call it that, but that's the common term for a colour scheme and visual theme for a computer application. I could sit and make metallic-looking icons for Home - Help - Search - Members - etc. and then make a brushed aluminium effect background and call the whole effect the 'hi-tech' skin and add it to the forums 'skins' list. Then a member could select it from the dropdown menu on their profile page. Then I could add a flowery, earthy one with a green background and call it 'flower-power' or something similarly unimaginative and add it to the list. You won't see the list on your profile though because there are no alternative skins for the forum - just this default one. You see that in a lot of computer programs, like Winamp for example - in the options you can choose from a list of visual themes or 'skins'. I don't ever bother with them though; I leave them all at default. I downloaded Spybot Search and Destroy the other day because I had to clean up somebody's computer which was riddled with spyware and trojans and nasties and I noticed even that had a skins option. Well making the program look pretty was about the last thing on my mind - I just wanted to clean up an infected machine, which is probably the aim of just about anybody who downloads the program so why they give the option to make it look prettier I really can't imagine.

I suppose it's easier just to have a default skin - simpler!
