You will notice since the forum software upgrade, sometimes when you try to visit the forum you will get the above message. Hopefully it's just a short-term problem and Proboards will resolve it within a few days.
For anybody who wants to know more about it, here's a brief explanation. This forum, along with thousands (probably tens of thousands) of other forums are stored on Proboards Server No.3 - notice the 'proboards3' in the URL. Okay, so what is a server? Well, it's a high-speed, high-spec computer which controls a big bank of hard-drives, on which all the forums are stored, including this one. The server almost certainly is located in America. Now then, Proboards have just done a software upgrade on server 3, which means that today, all the forum admins will be logged in trying out the new features and fixing things, just like I have been doing this evening, also the members will be logging-in to check out what's new - this increases the volume of traffic trying to access the server and it slows everything down - that is why the Too Many Connections message appears.
Hopefully then, within a day or two the volume of traffic to the server will decrease and things will get back to normal. Also, it's possible that Proboards still have some odds and ends to tidy up on the server computer; de-fragmenting the hard-drives following the software upgrade, etc. Either way, I expect you'll see less of that message over the course of the next few days.

P.S. If you visit other Proboards forums and you wonder why some have the new features and some don't - well Proboards will be working their way through the servers one at a time. I think there are around 40 servers and I expect it will take many weeks, maybe even a couple of months, to upgrade them all.
I'm guessing they are working in ascending numerical order, which is why we (server 3) have been upgraded already. Any forums hosted on server 30, for example, may have a long wait until the upgrade. Just look at the url of the forum to see at a glance which server it's on.
